According to the manual it's a rear mounted slingshot for when cars are too close.

That's such a specialized looking rubber band. Been looking at picking up a PCV and the thought occurred to me that maybe Yammie already thought of where a PC would go and made a nice little cubby for it? Dunno what the dimensions of the PC would be, but that's pretty much were it'd likely fit.

Gotta save up my pimpin' money to pick up the PC and then we'll see, I guess.

The rubber band is ment to hold down a cycle lok (U-form)

It is D-Shackle (wheel lock) holder guys. You can buy them from dealer for around £150
